C. Get a second job.

I’d always planned on marrying money. What’s this “earning” you speak?
The real answer is make good friends with influential politicians and become a lobbyist. Get a lucrative government contract and soak everyone else at your expense.

D? Perhaps in Ottawa or with companies that deal with primarily foreign customers. But for most Canadians, I suggest A. Hard work and perseverance cannot be matched.
The data for Quebec seems somewhat flawed. For instance, Montreal is by far the most billingual city in Quebec. Montreal is also where most of the paying jobs are. If you drive out to Riviere du loup, everyone’s going to be unilingual and making much lower salaries.
I’m sure the conclusion is still correct but the methods seem a bit over simplistic.
