		<description>This is all just speculation but HP either did $146 million worth of work or not.  Cutting a cheque to the government could have just been a settlement to avoid opening up their books publicly.</description>

Now admittedly, i'm not 100% sure what "of cheque of" is meant to mean (a cheque of?), but it reads to me like HP have paid back the money that was stolen.  Please feel free to correct me if I'm wrong.</description>
