Giving every aboriginal a hundred thou in order to scrap the Indian Act would be cheaper for Canada in the long run, and it would stop Indian Chiefs from being able to exploit poor aboriginals by law - they would still rob them blind of course, but they wouldn’t have the weight of the law behind them like they do now.

This historic treaty also dumps the Indian Act, gives Natives equality (can own a business) instead of special status, and eventually Natives will be paying taxes.
This community agrees to pay TAXES, a first in Canadian history.

$100K is not alot in todays economy, if you are starting at zero.
