The statement was totally out of place and I think that whoever wrote it should be rightfully worried about an investigation that would lead to disciplinary action. I neglected to mention this in my post not because I don't feel that the "ghetto" comment was out of place but because I don't think Tory should be laying the blame on the Premier's Office for this!
