    The article I think you may be referring to was originally published in the Washington Post on December 30 here.

    It is an interesting article, especially this part - “War Plan Red was actually designed for a war with England” a little further into it. This was not a plan “to invade Canada”, it was actually intended as self defense against an invasion coming from Canada. “In the event of war, the American war planners figured that England would use Canada (Crimson) — then a quasi-pseudo-semi-independent British dominion — as a launching pad for ‘a direct invasion of BLUE (U.S.A.) territory.’”

    Indeed. Before 1931, Canada could hardly have been considered a sovereign entity. Heck, it still isn’t.
